Delimination consultation for Sunnanvind's municipal plan proposal and environmental assessment
Between 6 March and 12 April 2024, a joint delimitation consultation was held for for Sunnanvind's municipal plan proposal and environmental assessment.
The consultation was announced to the public through advertisements in local newspapers and mailings to various agencies. Information was also shared via the government of Åland's and the project's website on March 1, 2024. During the consultation process, the general public, stakeholders and authorities were invited to submit comments.
Consultations are organised to allow local residents, the general public, authorities and other stakeholders to express their views, requests for changes and suggestions for adaptations to the project, so that these can be included, assessed and taken into account in decision-making.

Consultation documents
The base document for the consultation included a participation and information plan regarding the municipal plan and a delimitation document for the environmental assessment.
The purpose of a Participation and Information Plan (PIP) is to provide a clear overview of the current knowledge base and approach, as well as to inform the public and authorities about how they can participate in the planning process that has been initiated. This document serves as a framework for the planning process, and will develop after further information and input has been collected.

Visualisation
For the Participation and Information Plan, a photo montage has been created to illustrate the visibility of the wind power park from selected viewpoints along the Åland coast. The montage locations are chosen considering their popularity and good visibility compared to other areas. The photo montage was conducted on days with clear visibility. The purpose of the montage is to clearly illustrate the visual impact of a theoretically fully developed area, even though a full development of the planning area is highly unlikely. The photo montage can be found via the link below.

Consultation report
The consultation report aims to describe the public consultation process and address the comments received during the delimination consultation. The government of Åland and project Sunnanvind thanks everyone who submitted comments during the consultation period. The received comments are an important part of the planning process and are used to define the need for various investigations and analyses before the design of the municipal plan proposal and the environmental report.
Comments recieved
Comments were received from five authorities, five municipalities, nine associations, eight companies, and 24 private individuals. The comments received have been classified into subject categories and are presented in the consultation report. The subject categories that received the most comments are the delimitation area, fish and marine mammals, birds and bats, the planning process, and visual impact.
During the consultation meeting, requests were made for visualisations from other offshore wind farms. Project Sunnanvind has been granted permission to view the copyrighted material produced by Suomen Hyötytuuli as part of its environmental impact assessment process for the Tahkoluoto 2 master plan. The material is available for download below.
The comments in their entirety are available in Appendix 4 of the consultation report (public comments have been anonymized). The original versions can be requested from the government of Åland's registry.
With reference to section 25 in Offentlighetslag (2021:79) för Åland, the consultation report with appendices will be available on this website until June 30, 2025, after which the document can be requested from the government of Åland's registry.
